What is PPWR?

The Packaging and Packaging Waste Regulation (PPWR) is the EU's new framework for recyclable packaging. Since 12 August 2026, companies placing packaging on the EU market must meet a range of obligations, including technical documentation, Packaging Declarations of Conformity, packaging minimization requirements and restrictions on certain substances. Additional measures covering recyclability, recycled content, harmonized labeling and reuse will be introduced in phases through 2040. 

How is it changing?

PPWR introduces a fundamentally new approach to packaging design and compliance. Companies must address requirements covering recyclability, material composition, labeling and documentation while navigating specific national implementation requirements. Packaging solutions will increasingly need to be optimized for recycling and reuse, support waste reduction objectives and avoid restricted substances such as PFAS. At the same time, businesses must be able to substantiate sustainability claims and maintain robust compliance records.

Why businesses must comply now?

The application date has arrived. Companies should ensure that Technical Documentation, Packaging Declarations of Conformity, packaging minimization assessments and supporting compliance processes are already in place. Acting now also creates a strong foundation for future obligations covering recyclability performance, recycled content, harmonized labeling and reuse. Early preparation helps reduce regulatory risk, streamline implementation efforts and avoid costly redesigns later.
